River-borne Gems:
The gemstones found in the river have been washed in by its tributaries, some of which begin in the neighbouring State of Madhya Pradesh, also known for gemstones. The alluvial deposits found in the gem districts of Orissa are the legacy of some rivers which have since dried up.

India in the World of Diamonds:

Diamonds are found at several places in India but India's average production over the recent years has been meagre. Approximately two-third of the present production in the world is of the variety which can be cut and used in the gem industry. With resources dwindling due to over-exploitation, India, the sole gem diamond producer of yore, has been overtaken by many subsequent producers like South Africa, Brazil, Australia, Russia, China, etc. But, rising like a colossus, India in its current second innings has re­emerged miraculously at the top in polished production, by establishing an industry which is many times larger than all other polishing works of the world taken together. Biggest Exporter of Smalls :
India is now the largest exporter of cut and polished small diamonds in the world. It accounts for nearly 60 per cent of the world sales carat wise, 80 per cent value wise and 90% piecewise. India runs a very large diamond cutting and polishing industry which engages more than a million artisans (This figure fluctuates seasonally and according to market demand too). Indian artisans are especially known for cutting and polishing very small diamonds. Nearly thirty to forty per cent value addition accrues from the exports of diamonds after cutting and polishing them, bringing in substantial foreign exchange for India.

Scattered Mining:
Mining of precious minerals and metals is a mixed undertaking in India. While the exploration of the diamond and gold deposits was nationalized and is currently being done mostly by the public sector, colored gemstones are mined in the private sector. In yet another arrangement, the public sector leases out small mining areas to individuals, as being done in the diamond belt of Panna and Orissa, or entire mines to private firms, as was done in the case of emerald mines of Rajasthan. Some mining is also done clandestinely as prevalent in Orissa, and the remote tribal areas of Madhya Pradesh, which yields colored gemstones and some diamonds too.
The National Mineral Development Corporation (NMDC) looks after nationalized precious exploitation, including silver. Diamonds, both gem and near-gem grade, which the NMDC collects, are put up for sale by auction periodically at different centres. Over two hundred such auctions have been held so far. In its latest mining policy, the Government of India has thrown open the diamond, gold and platinum mining fields to the private sector.

World's Best Sapphires:
World's finest blue sapphires are found in the Padder area of the North Indian State of Jammu & Kashmir. But, the mine, situated in remote, forbidding mountainous area, remains snowbound for almost three quarters of the year and has encountered many technical and administrative difficulties.
For many years, official mining remained suspended because of lack of security, as foreign terrorists infested the area. The infiltrators also clandestinely exploited the mine in a very crude way, which has damaged it extensively. Now the State Government is endeavouring to resume mining there. Global tenders were invited recently. A mining concern of Rajasthan has been chosen for awarding the mining contract. Terms and conditions were under negotiations when reports last came in.

Emerald Occurences :
The Western Indian State of Rajasthan discovered emeralds in the early

forties. An emerald vein extends for- more than a hundred kilometres through the State and three locations - Bubani, Kalaguman and Rajgarh have yielded quality emeralds.- But exploitation did not improve even after a state take-over. Therefore, mining in the private sector was tried again, but not very successfully. Further search, prospecting and exploitation are awaited.
